The town council shall have the authority to enter into a nonbinding memorandum of understanding with any applicant to study, review and analyze a development concept or development issues which may culminate in the approval of a development agreement. Any such memorandum of understanding shall be approved by resolution of the Council. (Ord. 3, Series 1999)
