It is the intent and purpose of this chapter to establish a procedure for the adoption by the town council of development agreements as authorized elsewhere in this code. This chapter establishes criteria, standards and procedures for the approval of a development agreement which: a) enables the town to obtain supplemental facilities or benefits which cannot lawfully be obtained by the town through existing regulations, standards or policies; b) are intended to assure quality development within the town; and c) protects the general health, safety and welfare of current and future town residents.
