Should any section, subsection, subdivision, paragraph, subparagraph, sentence, clause or phrase of this chapter, or application thereof to any person or circumstance, be declared unconstitutional or invalid for any reason, such decision shall not affect the validity of the remaining portions of this chapter, or its application to any other person or circumstance, and, to this end, the provisions of this chapter are declared to be severable.
