Pursuant to article XX of the Colorado constitution and section 11.8 of the charter, part 5 of article 25, title 31, Colorado Revised Statutes, and all other statutes or portions of statutes relating to the creation of improvement districts or the levying of assessments for improvements, or the issuance of special assessments bonds, are hereby superseded.
