When any property is "V" shaped or of any irregular form, or whenever the council otherwise determines that an adjustment is required in order to make the assessment proportionate to the benefit, the council may, upon the recommendation of the engineer, make such allowance in the assessment on such property as seems equitable or just, so that the assessment against such property shall be in proportion to the special benefits thereby derived, if such were not the case in the absence of such an adjustment.
