The purpose of this chapter is to: (A) encourage the provision of adequate off street parking in connection with the development of real property within the town; (B) establish standards and criteria pertaining to required off street parking in connection with the development of real property within the town; (C) preserve and protect the air quality within the town; (D) minimize the disruptions to traffic flow and pedestrian safety resulting from poorly designed or inadequate amounts of off street parking; (E) provide the developer of commercial property located within a portion of the town's commercial core the option to satisfy the town's off street parking requirement by payment of a parking fee in lieu of providing required off street parking; (F) establish the rules governing the accounting and use of all in lieu fees collected by the town; and (G) generally implement the town's master plan and land use ordinances by requiring that new development provide its fair share of off street parking facilities.
