The town council hereby finds, determines, and declares that it has the power to adopt the Breckenridge subdivision standards pursuant to sections 29-20-104, 31-23-213 and 31-23-214, Colorado Revised Statutes, and the powers granted to home rule municipalities in Colorado by article XX of the Colorado constitution.
