It is the purpose of this chapter to require that persons possessing, growing, processing, or transporting marijuana in a regulated structure within the town pursuant to sections 14 or 16 of article XVIII of the Colorado Constitution do so in a safe manner that does not endanger the public health, safety, and welfare, or create a public nuisance.
