If a development permit application is reclassified to a higher classification, the applicant shall pay the full application fee for the class of application to which the application was reclassified, less the amount of the original application fee previously paid; provided, however, if a Class D major development permit application is reclassified to a Class C application the application fee shall remain the same as for the original Class D major application. If a development permit application is reclassified to a lower classification, the applicant shall pay only the application fee for the class of application to which the application was reclassified, and shall receive a refund equal to the difference between the amount of the original application fee previously paid (if any) and the fee for the reclassified application.
