A. It shall be unlawful for any person, by using or threatening to use violence, force or physical interference or obstacle, to knowingly obstruct, impair or hinder the enforcement of the penal law or the preservation of the peace by a police officer, or any person duly empowered with police authority.

B. A peace officer may stop any person whom he reasonably suspects is committing, has committed, or is about to commit a crime and may require the person to give his name, address, date of birth, and an explanation of his actions. The stopping shall not constitute an arrest. It shall be unlawful to knowingly refuse to provide the information required by this subsection.

C. When a peace officer has stopped a person for questioning pursuant to this section and reasonably suspects that personal safety requires it, such peace officer may conduct a pat down search of that person for weapons. (Ord. 13, Series 1981)
