It shall be unlawful for any person to leave open, uncovered, unguarded or in unsafe condition any cellar door, hatchway, pit, vault or excavation upon any sidewalk, street, alley or public place or so near thereto as to constitute a hazard to any passerby. (Ord. 13, Series 1981)
