Unless clearly indicated to the contrary, each offense established by this chapter is a strict liability offense and does not require proof of specific criminal intent. Proof of performance by a person of conduct that includes a voluntary act or the omission to perform an act which the person is capable of performing is sufficient to establish a violation of any strict liability municipal offense established by this chapter.
