It is unlawful for any person to become a "habitual offender" as defined in section 6-2-2 of this chapter. Any person may be charged as a habitual offender in addition to any other charges brought pursuant to this chapter. Upon the conviction of an owner as a habitual offender, the owner's offending animal(s) may be ordered permanently removed from the town, along with any other appropriate penalty imposed by the municipal court.
