It is the intent of this chapter: a) that pet animal owners be responsible for the conduct of their pet animals; b) that pet animal owners exercise control with respect to their pet animals in a manner that recognizes the rights, health, and safety of others in the town; and c) that pet animal owners be held strictly liable for the conduct of their pet animals that violates the provisions of this chapter, unless a specific criminal intent is required by this chapter.
