It shall be an express condition of each permit issued by the town pursuant to this chapter that: a) the discharge of fireworks pursuant to such permit shall be done in compliance with the requirements of the town fireworks code as adopted pursuant to section 5-7-5 of this chapter, b) the town shall be named as an additional insured under the general liability insurance policy described in section 5-7-6 of this chapter; and c) the fireworks display for which the permit was issued may be postponed or canceled, at the direction of the building official after consultation with the Red, White And Blue fire protection district, if: 1) fire restrictions from any jurisdiction are in place on the date such display is scheduled to occur, or 2) it would otherwise be unsafe and a threat to public health, safety and welfare for such display to occur as scheduled due to other weather or climatic conditions. The town council shall have the authority to impose such other reasonable conditions upon a permit issued pursuant to this chapter as may be necessary to reduce or minimize any potential threat to the public health, safety and welfare.
