In any action for a violation of this chapter, or in any action to recover costs incurred by a governmental or quasi- governmental authority pursuant to subsection 5-5-6B of this chapter, there shall be a rebuttable presumption that the person who owns the real property upon which such open burning occurred is the person who conducted such open burning.
