The town council hereby finds and determines that it is authorized by section 31-15-601, Colorado Revised Statutes, and the powers possessed by home rule municipalities in Colorado, to regulate and prohibit the open burning of fires within the town. In view of the unique natural surroundings which exist within the town, and the unusually high threat to the town posed by fire, the town council has enacted the provisions of this chapter to preserve the health, promote the prosperity and improve the order, comfort and convenience of the town and the inhabitants thereof.
