Each Municipal offense established by this chapter is a strict liability offense and does not require proof of specific criminal intent. Proof of performance by a person of conduct that includes a voluntary act or the omission to perform an act which he is capable of performing is sufficient to establish a violation of any Municipal offense established by this chapter.
