Any person who violates any provision of this chapter is guilty of an infraction. Except as provided in section 5-2-2 of this chapter, any person found to be in violation of, or against whom a default judgment has been entered for a violation of this chapter, shall be punished by a fine as provided in section 1-4-1-1 of this Code.
