The purposes of this Chapter are: (i) to protect the public health, safety, and welfare; (ii) to protect the natural environment and wildlife; (iii) to implement both the town's SustainableBreck Plan and the town's Comprehensive Plan; (iv) to employ the town's regulatory police power by establishing a specific, comprehensive regulatory program that is designed to reduce the environmental and societal impacts caused by the use of Disposable Bags by the residents of and many visitors to the town, all as more fully set forth in this Chapter; and (v) to defray the reasonable direct and indirect cost of implementing the town's regulatory program as established by this Chapter.
