Any act, condition, substance, occupation or use of property which substantially meets the criteria of a "nuisance" as defined in section 5-1-4 of this chapter, may be declared to be a nuisance by the town council, and nothing in the enumeration of declared nuisances in section 5-1-7 of this chapter, shall be construed to limit the power of the town to make such declaration.
