Upon careful consideration of the costs and benefits associated with prohibiting the conditions declared as nuisances herein, the town council finds and determines that the regulations contained in this chapter are not unreasonable, are not discriminatory and are rationally related to the legitimate purpose of protecting and preserving the health, safety and welfare of the residents of, and visitors to, the town. The town council further finds that this chapter is necessary and proper to provide for the safety, preserve the health, promote the prosperity and improve the order, comfort and convenience of the town and its inhabitants.
