The finance director is hereby authorized to waive, for good cause shown, any penalty assessed as provided in this title, and interest imposed in excess of one percent (1%) each month or fraction thereof of the tax deficiency, from the date the tax is due until the date paid, shall be for the purposes of this section deemed a penalty.
