The finance director shall have the authority from time to time to adopt, amend, alter, and repeal administrative rules and regulations, including, but not limited to, forms and other documents, as may be necessary for the proper administration of this title. Such regulations shall be adopted in accordance with the procedures established by title 1, chapter 18 of this Code. (Ord. 30, Series 2021)
