The town attorney shall be the legal advisor to the authority. In the event that it would be a conflict of interest for the town attorney to both present evidence to the authority on any matter and to advise the authority as to such matter, the town attorney shall continue to advise the authority on the matter and shall engage independent counsel to present the evidence.
