The rate for bulk water sold by the town to out of town water users shall be one and one-half (1 1/2) times the in town rate per one thousand (1,000) gallons, or fraction thereof, as provided in section 12-4-14 of this title. A base charge of one and one-half (1 1/2) times the in town rate will be charged to each out of town bulk water user for meter setting, inspection and service turn on and turn off by the town.
