When a water using property changes use, the PIF for such property shall be recalculated based upon the new use. If the recalculated PIF is higher than the PIF which was previously paid for the water using property, the difference between the higher PIF and the PIF which was previously paid shall be paid to the town. If the recalculated PIF is the same as or lower than the PIF which was previously paid for the water using property, no refund of the previously paid PIF shall be made by the town. Under no circumstance shall a PIF, or any portion thereof, be refunded based upon a change of use which results in a lower PIF requirement than was previously paid for such water using property.
