Whenever the town is capable of providing water service to any property within the corporate limits of the town, no person shall provide water to any such property by any private commercial water system, or any other water system other than the town's water system. Any private commercial water system previously servicing the property shall be physically disconnected from the residence, building or structure, and no water may be piped or delivered to the residence, building or structure thereafter.
