Nothing in this chapter shall abridge the right of a person to distribute, without charge to the receiver thereof, any noncommercial handbill to any person willing to accept it; nor shall any provision of this chapter abridge the right of a person to distribute any commercial handbill by any means not specifically prohibited by the provisions of this chapter.
