The policy of the town shall be to direct runoff from new developments into historic and natural drainageways, to require detention storage of storm water runoff to limit peak discharges from newly developed areas to historical rates, and to control drainage and pollutants so as not to degrade the quality of surface and ground water. Runoff from a development shall not be allowed to increase flooding problems to any downstream properties. All drainage from new developments shall be designed and constructed to comply with storm water standards section of the engineering design standards and construction specifications.
