Notwithstanding the provisions of section 1-8-2 of this chapter or section 8.2 of the town charter, the Municipal Court shall not have jurisdiction over any civil action brought against the town under rule 106 of the Colorado Rules of Civil Procedure, or an action brought against the town pursuant to section 1-20-3 of this title.
