The person issuing the declaration pursuant to section 1-23-4 of this chapter shall promptly notify the town council. In addition, such person shall promptly file a copy of the declaration with the town clerk and the board of county commissioners of Summit County. The public shall be notified of such a declaration through general dissemination to the news media, posting on the town website, or other means of publicity intended to advise the general public.
