The town council finds and determines that the subject of ethical municipal government is a matter of local concern upon which home rule municipalities in Colorado are fully empowered to legislate and to supersede conflicting state statutes. Accordingly, this chapter supersedes all conflicting state statutes, including, but not limited to: a) article 18 of title 24, Colorado Revised Statutes; b) section 24-6-203, Colorado Revised Statutes; and c) section 31-4-404, Colorado Revised Statutes.
