It is the intent of this chapter to adopt procedures pertaining to the execution of real estate leases by the town, and thereby to supersede the provisions of section 31-15-801, Colorado Revised Statutes. It is not the intent of this chapter to affect in any manner the provisions of section 31-15-802, Colorado Revised Statutes, pertaining to tax exempt status for property used for authorized governmental or proprietary functions of municipalities.
